Transferring Ownership of Car in Bangalore

Transferring the ownership of a pre-owned car within the initial 30 days of buying is compulsory in India, without which you can be charged a fine of Rs.500 by the traffic police. The transfer of ownership must be done at the local RTO in Bangalore. If the car you bought was registered in a different state or at a different RTO from the one where you live, then a No Objection Certificate (NOC) has to be obtained from the original RTO to initiate the transfer of ownership.

Procedure for Transferring Car Ownership in Bangalore

Here is how to obtain application for transferring car ownership of your vehicle in Bangalore:

Stage 1: Obtaining a No Objection Certificate (NOC) from the RTO:

If the seller and buyer belong to two dissimilar RTO zones, then you would first have to de-register the car at the original RTO and then get it re-registered at the new RTO. An NOC is needed from the original RTO, for which Form 28 has to be submitted.

An NOC is also needed if the car does not have a Karnataka registration already. To attain the NOC from the RTO, you must submit Form 29. You will also need the following paperwork to be submitted along with Form 29 for the same:

  • Original Registration Certificate (RC)
  • Copy of Residential Certificate which means attested copies of any two from the following: passport/utility bills/ration card/voter ID
  • Copy of valid Pollution Under Control (PUC) certificate
  • Copy of valid insurance
  • Form 29
  • Form 30

Stage 2: Re-Registration of the vehicle if vehicles is from a different state:

These are the paperwork to be submitted for the same:

  • Original RC
  • Form 20
  • Form 27
  • Form 33
  • NOC from previous RTO
  • NOC from the bank if the vehicle is hypothecated for a car loan
  • Attested copy of proof of address
  • Attested copy of the valid driving license of the vehicle owner
  • Attested copy of PUC Certificate
  • Form 60 or Form 61
  • Passport-size photos of the applicant
  • Credit score

Stage 3: Road tax payment

The road tax must be paid if you have purchased a car from any other state in India other than Bangalore. However, you can apply for a refund of road tax by submitting the following paperworks:

  • Copy of the old registration certificate
  • Copy of the new registration certificate
  • Proof of address
  • Proof of identification
  • Updated and signed Form 16
  • Insurance policy with new registration number

Documents Required for Transfer of Car Ownership in Bangalore

  • Form 28 - NOC for vehicles registered in another state along with PUC certificate, proof of address, insurance region/state certificate, and applicable fees
  • Registration Certificate
  • Tax Certificate
  • Original RC
  • Copy of G.I.R./Pan number or Form 60 or Form 61 (only for cars)
  • Copy of valid insurance
  • Copy of valid pollution under control certificate
  • Two copies of: Form 29, Form 30, proof of buyer's address
  • Photo which has a fingerprint of the right-hand thumb which has been certified by a notary or a gazetted officer
