Buying a pre-owned car
Most people nowadays prefer to buy second-hand used cars considering two factors: they are pocket-friendly and comfortable to drive, especially for learners. There are many options to buy used cars. The options are:
  • Directly from the owners
  • Through agents who buy/sell used cars
  • Through trusted sites selling used cars

The process is not complete after buying your desired car from the options available. It should be legally registered in your name to complete the process. It is pertinent to do the transfer of vehicle documents in the name of the buyer, which is also called, in layman’s language, the RC Transfer.

RC Transfer can be done by filing an application at the respective RTO office of your area and online in a straightforward way. The process has to be done within 14 days after the car is sold.

In this article, we are going to know about the steps and procedures involved in transferring ownership of a car online.

A transfer of ownership has to be done:

  • When you buy a used car/second-hand car in a normal sale
  • When you inherit the car after the death of the owner
  • When a car is purchased in a public auction.
How to file an application online?
The process involved in RC transfer in India and the documents and forms needed to submit for the approval of the application are discussed in detail.
  • Go to the site parivahan.gov.in. Click on the online services tab. A drop-down menu will pop up, and in that, click vehicle-related services.
  • Put the registration number of your vehicle in the column provided and then proceed with giving the Chassis number of the engine, which is seen as mandatory to complete the process.
  • Then, proceed by selecting the transfer of ownership option, giving the necessary details, and making the payment to complete the process
  • If there is a payment failure, please try after 1 hour 15 minutes and take a print of the receipt after the payment is successful

Vital things to have:

  • Receipt printout
  • Two copies of Form 29
  • One copy of Form 30
  • Form 31
  • Form 32
These are the documents required for the transfer of ownership of second-hand cars.
  • In the case of a change of ownership through inheritance of the used cars, Form 31 is necessary.
  • If you are buying a second-hand used car in an auction, then you need to submit Form 32 along with your address proof and passport-size photographs to transfer the ownership of the car.
  • Form 29 - This form should be filled out and submitted along with passport-size photographs of both the buyer and seller. It should contain an e-signature.
  • Form 30 - It should also be filled out and submitted with passport-sized photographs of both the buyer and seller and should be e-signed.
  • Form 28 - This is the no-objection certificate that is needed compulsorily if you are buying a second-hand used car in Bangalore and registering in Chennai. It is not needed for within-the-state registrations, but it is mandatory for inter-state transfers.
  • Residential Proof- An address proof, which can be an Aadhaar card, Voter ID, Passport, etc., is to be self-attested, and two copies of the same should be submitted.
  • Insurance- A valid insurance certificate should be submitted.
  • PUC - A valid, current pollution certificate also should be submitted.
  • Transfer fee- Every RTO charges some fee for vehicle transfer.
  • NCRB Report- This report issued by the National Crime Records. The Bureau Office ensures that your vehicle is not used for any anti-social activity.
